i am on the objective where i have to leave an offering to the Azura god to get the Dadric artifact for the king. it says to approach it at dawn or dusk. do i have to set the offering in front of the candles, the statue, or just hold it?

Hold it and activate the statue with the glow dust in your inventory.
There are 15 daedric artifacts, any of which will fulfill the objective (Ask around to find other shrines), and Azura's star is really useful if you are using enchanted weapons (Reuseable Grand Soul Gem). I would strongly suggest using another quest to get your daedric artifact.
Also note, the 15th daedric quest only becomes available when you complete the other 14.
