I know this girl that rejected me last year, and now she won't look at me, won't talk to me, and won't let me catch her looking at me, or anything like that. Why is she doing this?

Maybe is is scared of you she must be really shy and never want to think about you anymore. Or maybe she still has a crush on you and is too shy to ask you out.

Not to be rude, but you may have scared her away depending on the way you approached her when she rejected you and she may be shy, she sounds kind of immature to me, she may just not like you and not want to hurt you so the best way to do it is to ignore you.
Sorry you had to go through this.

she is probably too embarrased or scared that you might ask again. it's not that she doesn't like you as a person, it's just that she does not want to be put in that akward situation again. everyone has to face rejection in one point in their lives, it's okay. who knows, maybe she's been rejected too.

She possibly likes you or you had a good friendship but now is embarrassed around you. or maybe she thinks your a stalker! just kidding but if you stare at her excessively its possible but not likely

so you don't try to ask her out again. she is being aloof, to prove she has no interest in you find someone else to date you deserve more
