A flux capacitor if it existed would be an electronic device to contain the flow of the electrons, not the electrons themselves. An ordinary capacitor stores energy as the static charge of the electrons and it gives back its energy when the electric field collapses.. A ordinary coil stores the energy of a flow of electrons as a magnetic charge and it gives back its energy when the magnetic field collapses. The flux capacitor would store its energy as photons and give back its energy when the photons energy field is allowed to collapse.
When you think of a photon as Electromagnetic Waves with the magnetic and electric fields oriented in at right angle to each other and phased 90 degrees as to time.
If all of the energy of a photon is to be stored the fluctuations in each of the Fields across time could be captured. (Both electric and magnetic) This would result in a force applied along the axis of the photon which would be in space and time. By properly phasing the field capture the force could be directed in both time and space.

The idea being to make a capacitor in an integrated circuit, some of whose capacitance exists between two conductors on a single layer (hence, "lateral").
