Dec is high season. If you need to go this month, then stick to the start of Dec, but there again it is still high, just not as high over say Thanksgiving and X-Mas.
Bahamas isn't all that inexpensive and anything you get for "cheap" probably isn't that nice and clean. Besides this also depends on your definition of "cheap" to.
Very understandable of having a budget, but remember you get what you pay for and need to be realistic when wanting to get the vacation you want, you pay for it.
Weather wise it isn't the best in Bahamas, might be a bit chilly. There are a few choices such as maybe the Radisson could be a possibility to look at? I would suggest working with a professional as they can help to find what you are looking for within reason.
Agencies don't tack on commissions, it is the vendor that pays us that. So if you say went to the vendor you pay the same amount only they make more money. Several agencies charge a nominal service fee, but find a good agent and trust me it is worth it. I know I work very hard to find my clients the best price which is very time consuming.
Also make sure to book well in advance for the best rates as prices will be based on availability. Depending on your departure city I'm unsure of what your flight options are, but there might be charters available again this is based on your air city.
