If the question is 'what sort of questions could a telescope answer' at a third grade level, then we are talking about showing a telescope to third grade children and explaining what it's good for.

In that case - obviously seeing things far away, or (to put it better) making small things look larger. That way you could combine it with looking through a microscope or a magnifying glass. And possibly explain that the glass in the telescope is the same (more or less) as the glass in a pair of spectacles (because some people don't see 'far enough' (short-sighted) and other people see 'too far' (long-sighted)).

And as a safety issue, never look at the sun because it will burn your eyes and can blind you. You can emphasise this point by using a magnifying glass to burn a hole in something (a trick that little boys learn early..).
