CD media is quite different from floppies as most CD's are meant to be written just once (W.O.R.M Write Once, Read Many).
Simple Explanation. On a CD data is "burned" into the media unlike a floppy where the magnetic head just "write" it directly.
While CD-RW can be re-written, data is still read-only because in order to modify it, you must "burn" the data again using a cd-burning software, such as Nero. NOTE you can't modify a single file without having to ERASE the WHOLE CD-RW and reburn it.

It IS a choice, only you need to get rewritable CDs...
And the reason for (old) CDs being read-only, is because when the Dutch company Philips invented the CD some 30 years ago, they didn't have the technology to make 'em rewritable yet. The laser burns holes into the surface of the CD (not the coating of it, obviously), which couldn't be undone, at the time.

The CD is not your problem it is your file. The CD itself just carries the file and should not change any properties of your file. It's probably been already set by someone else that has authority over you.

CD-R means write once.
CD-RW means more than once it can be written or erased

If you programmed it yourself, you could set it up as you like. However, face the facts: it was programmed by a company to maximize profits. You can try to convince them that it would be more profitable your way. Good luck!
