Because the electoral vote was tied. Prior to the passing of the 12th Amendment in 1804 each elector got 2 votes in a single pool, rather than a Presidential vote and a Vice Presidential vote. Whoever got the most votes was President, whoever came 2nd was VP. Because the parties each nominated 2 people (one to be President, one to be VP), if every elector voted for who they were supposed to then the vote would always end up in a tie. (This was one of the only places where the Constitution was blatantly flawed.) To get around this, one elector was supposed to withhold his vote for Burr, but that didn't happen for some reason and thus Aaron Burr and Thomas Jefferson ended up in a tie (though Burr had always been intended as the VP candidate). The Constitution declared that such ties were to be decided in the House.

The way the election was held there would be one vote for president and the other for vice-president so the vote came down to Jefferson 73 Burr 73 Adams 65 Pickeney 64 and Jay 1. Due to the tie it was written in the Constitution that the House of representatives would break the tie and after a list of several ballots Jefferson took 10 states and Burr 6. Supposedly because of Alexander Hamilton( get a hint that Burr desired to get even with Hamilton in that duel in NJ in 1806.)

The election was tied. Our Constitution was only 11 years old and the issue between the election of the president and vice president was rather ambiguous. One representative from Delaware cast the deciding votes.

Jefferson and Burr ended up in a tie. After that, Vice Presidential candidates were selected to avoid this problem. The cotton gin, invented by Eli Whitney, was a machine that would extract the seeds from the cotton that was picked. Prior to that, the seeds were handpicked. Because of the cotton gin, much more cotton could be processed a lot quicker. This resulted in a economic boom to the South because they could export much more product to the North and to England.
