The Body Shop makes a great eye makeup remover that doesn't have anything harsh in it. In fact, it is made with chamomile and witch hazel which are great for soothing skin. I have sensitive and acne prone skin too, and this stuff works the best. Not only does it not bother me, but it efficiently takes it off as well. I squeeze some on a cotton ball and swipe over my eyes. Then squeeze some on a q-tip and swipe the inner corners. Takes me 5 seconds. The bottle is pretty big and has lasted me almost 2 years. I think it was about 13-15 bucks though.
Don't use anything oil-based as it will clog your pores.
If you don't have a shop near you, you can order it online.

# 1 Cetaphil Gentle Skin Cleanser
This one is the best I've found. It rinses well, is fragrance-free and can be used all over your face. Plus, it is a drugstore product.
# 2 Clinique Naturally Gentle Eye Makeup Remover - Does a good job and if you buy 2 during a gift w/ purchase promotion, you get the bonus.
# 3 Desert Essence Jojoba Oil for really stubborn eye makeup. It is non-comedogenic and washes off easily.

If you dont like oil stuff, Kiehl's gentle eye makeup remover is wonderful for sensitive skin too - it's a lotion-like texture.

Ponds has a good makeup removal wipe.
And as an actor, I've discovered baby wipes work great for all makeup removal, and are good for sensitive skin.
