All countries who are not allies with the U.S., because like W. said, you are either with us or against us in this war on terror. Last time I checked there were about 220 countries in the world give or take a dozen or so and I think it's a safe bet 200 of them hate the U.S. Someone should do a survey on it, it would make for interesting reading.
