why is it that when someone is physically disable people think they need help?

help finding a girlfriend or vice versa

I would hope the person was just trying to be kind, helpful and respectful.

Depends on the situation. If the disabled person is be swept away in a raging flood...the question is a given. If the person is sitting down, eating lunch. The question would probably be insulting.
