Ok this problem is really easy and i did it but i want to make sure i did it right,so here it is:
(4n ^-2)^-3

note:the carrot sign stands for powers so the first one is -2 squared and the second one is -3 cubed.

(x ^ a) ^ b = x ^ (a * b)

For example

(x ^ 5) ^ 3
(x ^ 5)(x ^ 5)(x ^ 5)
(x * x * x * x * x)(x * x * x * x * x)(x * x * x * x * x)
(x ^ 15) ; note 15 = 3 * 5

With the problem you posted it is unclear what the answer is because of your parentheses. Your inner term is written as:

4n ^-2

As written the "-2" power only applies to the variable "n", which would make the inner term:

4/(n^2)

If your homework has it written like this:

(4n)^-2

Then it would turn into:

1/(4n)^2
1/(16n^2)

Notice on that last line the "2" power again only applies to the n.

I hope I haven't confused you.
