The T for Teen rating is not only for the difficulty of the game but also a fair amount of subject matter that isn't exactly age appropriate for a 10 year old.
One thing that most people will point to is the presence of "Woo-Hoo." This is a cute way of saying sex. This is an option that you can try and have your sims that are attracted to each other and are either in a bed, hot tub, or car (in the nightlife expansion). This is one of the more adult portions of the game and where they don't actually show the sims having sex it is easily implied. A few things that might be considered morally objectionable about this for a 10 year old, or frankly an immature or underinformed teenager.
1) There are no consequesnces for "WooHoo" unless you are specifically trying for a Baby. This can trivialize sex.
2) "Alternative lifestyles" may be a bit much for a 10 year old to take it. The fact that two men, two women, or a man and two women can engage in WooHoo can be disturbing or at least unsettling to a young uninformed child.
3) Cheating is as easy as making love to a spouse. In this portion there actually are the consequences of an enraged spouse, but the conscience behind stopping this is left to the player.
The same can be said for the above in kissing, flirting, and of the like. Before any child plays a game such as this thourough care should be taken to make sure they can handle these kind of social concerns.
There are some good points in that family, interpersonal, and social awareness can be raised by simulation games such as these, the sims have to go to work, earn money, pay for groceries, and things of the like so if used as a tool toward that end it can be very informative.
If your daughter really has to have it and you'd like to give her the oppourtunity to play it but have reservations I might suggest you play it with her to explain things to her as they arise.
It seems that you are taking an active interest in your daughters life/entertainment. I hope this helps you make an informed decision.

I love the sims 2 but honestly I would wait until atleast 13 because I bought the sims when I was 11 probably and thinking back its probably a little too mature for 10 year olds and she might learn some things she doesn't need to know yet.

Here's a piece of trivia for you:
"The last time we checked, The Sims 2 was rated T for Teen by the ESRB, which means that anyone 13 years of age, with $50 to spend, can purchase the game "
So technically, kids should only play it when they turn 13.

Even though the ESRB has rated it for "Teen", it's pretty much up to you to decide if she's mature enough to play it by herself. If you're unsure, you may want to play it together... or at least watch her play it.
Here's a list of things that help get it that rating:
* Sexual Interaction between sims, albeit off-screen (Under the bed sheets)
* Sexual Reproduction (Sims making babies)
* Death (Natural or Accidental)
* Comedic Violence (Dust storm-style fighting)
* Complete Nudity in some situations, mostly bathroom-related stuff (Pixelated of course). -- Mod available to remove the pixelated censoring (making the game "Mature")
* Realistic Situations that's not listed above.
I've included a link to The Sims 2 homepage, so you can preview what's there in the game & a link to The Sims Resource, so you can get a small glimpse of what extra items are available for the game (this site does include some free items, but some sites require payment to access). Your daughter is likely to go "Sims Shopping" on sites like this to pick up extra items for the game & some sites may have items that you may not want your daughter to have.
PLEASE BE AWARE THAT BY INSTALLING THE GAME ON YOUR COMPUTER, YOUR DAUGHTER MAY VISIT SIM FILE SITES FOR EXTRA ITEMS!!!
If you think you & your daughter can handle the items listed above & can tell the difference between fantasy & reality, then you should have no problems... otherwise, you'll probably want to monitor your daughter's playtime to prevent some potentially inappropriate questions popping up.
On a personal note, I do appreciate parents asking others about games instead of buying them blindly & then complaining when something objectionable comes up in the game. It shows that you care what your children are playing.

i wood give a 10 year old mysims its a good game for 10 year old's it's rated 3 and up so it's fine! and its really fun! :D

It is as safe as you make it. If you play the game (seemingly as intended) it will put people in harmless and sometimes funny situations. It is only if you go out of your way to make a Despaerate Housewives type of event can it get a bit racy.
