Depends. Was a plan in effect before the said leadership stepped in and was it an effective one? If the answer is yes to both then why fix something that isn't broken to begin with? If you do then ou usually end up breaking it in the process.

However; if the answer is "no" to either then I imagine the leadership would have a big problem on their hands.
