Depends how they're moving. Could be slow frame rate on your monitor (though it would have to be very slow), or lack of codec to match your file for the movie player, or you could have just forgotten to press the play button (required when you open a QuickTime file). Can you be more specific?

I not sure what you mean, but, if you mean in your Browser. Go to your Tools > Internet Options > Advanced Tab and scroll looking for something like "Show Animations in Web Pages and be sure it checked.

In addition to needing the right software, are you on dial-up? If so, the images will be jerky at best.
