O.K., my phone company will not take cash for payment on my debt with them (my phone bill). Isn't that illegal? Since under the Canadian Currency Act a payment of Canadian bank notes is legal tender.

Not sure about Canada, but if they follow the USA then yes it is legal! I suggest you get a money order. Generally this is to keep idiots from sending cash in the mail.
