In the summer but I don't go there myself in the summer because it's too freakin' hot. When you're going to book ask the hotel if there's a major convention in town as well. That can drive up prices. Also, try to avoid any holiday weekends. Even Thanksgiving and Christmas are expensive there--I think New Year's is about the most expensive.

As far as airfare and hotel: the two weeks before Christmas, and pretty much anytime during the summer. Weekdays (Sun-Thurs) are cheaper than weekends too.
