I work for the City, in the department for Building & Safety.

You need a permit to operate, as well as a business license. The latter isn't so hard to obtain, but the permit to operate may require a number of inspections before approval and permit are granted.

Not all childcare is done in a residence; some are in actual business parks and whatnot, but many childcare businesses are run from a home, in a residential area. We refer to this as a "Single Family Residence", or SFR. It requires various safety inspections, including a fire safety inspection. Both our city ordinances, as well as our state codes, require installation and inspection/approval of a fire suppression system, such as fire sprinklers, as well as other safety-related items like fire extinguishers and posted escape plans. These items need to be installed by qualified installers, and then inspected by city fire inspectors.

Once these items are approved, the permit is approved, and an operator's card is given, which is to be posted in, and I quote "a conspicuous place" (meaning visible and obvious), and it is to remain there for the duration of the permit's life (permits often have a renewal date and will expire, requiring annual inspections).

This is the case in nearly every American city across the nation, and I believe throughout Canada as well as most of the more developed nations of the world.

Contact the Department of Social Services in your area and they will able to guide you. There are alot of guide lines like for the bathrooms and having to have menus 2 weeks in advance that have to be approved by the state....now that depends on the state. Some states do not allow pets to be on the site.
Make sure what all they are before you go into it too deep but my sister made killer money doing it.
