They're raised with better family values than the people you normally associate with.

That is a generalization of people of Latin ancestry. What you are doing right now is stereotyping. I guess it'd be a positive stereotype, but it is still a stereotype. To answer your question though I believe their polite people as well and it comes from their culture.
