Possibly nothing to worry about, but...
1. It might be too much stuff going on nearby, scaring it. That would be stressful. Just seeing and feeling the vibrations of giants like you nearby can easily scare a turtle.
2. It might be that the basking site is too warm, too cool, too bright, or lacks UVB lighting- that is, it might be signaling something wrong with the habitat.
3. Basking is a good thing for turtles, and Red-ears are known to bask for hours at a time. Personally, I'd be looking for a reason. Again- one reason to bask is to soak up sunshine and UVB rays- so are you offering that option for it?

Turtles are cold-blooded animals which means they cannot generate heat inside their bodies so they are what ever temperature the air or water is around them. They bask in the sun or under a light only when their body temp is too low or when they have just eaten and need to use energy to digest their food. If your red slider isn't basking it just means he's not cold. If it stops eating, or swimming and just basks all the time, you'd have something to worry about.

No, that isn't bad, but remember to keep the water heated (about 80 degrees, i believe) to also help keep him warm.
Also, the best thing you can do for him is to get him out in some real sunshine as soon as spring rolls around, when temps are in the 70s and above. You could set him out in a wire cage in the sunlight, or you can let him walk about on the grass...of course you can't just leave him out by himself even if he is caged (don't want him to overheat!) but even 30 minutes a WEEK is wonderful. More would be better! That way he is getting his 'full-spectrum' lighting, which will do him a world of wonders, since it will allow his body to absorb his dietary calcium. Just be careful in the summer...when temps are above 85 degrees or so, I would only let him sun in the morning or late afternoon....too hot! :)
Good luck!

You slider will choose what it wants to do. Some want to bask 24/7 others don't like to bask.

It's fine turtles only bask if they're cold. If he dosn't bask so much it's a good thing. as long as he eats and swims like normal nevermind.

He should be fine. He'll bask if he wants to - but really, he's an aquatic turtle.
