I'm doing o.k. (3 A's 3 B's) at the end of first semester, and was wondering if this will count much if I want to go to UCLA or Berkeley.

Your freshman grades, as well as your senior grades, are not counted in the GPA calculation for your UC application. Courses completed from the summer after your freshman year to the summer after your junior year are included in the GPA calculation.

No, 9th grade doesn't count very much; it's okay if you have Bs here and there; but starting 10th grade you want to get the highest grade possible.

But don't slack off either. I say: even if they don't count it, they can see the grades and I would be turned off a bit if I saw average grades. Try not to give them a reason to say no - get it up there no matter where you are, but if you're not there in 9th grade, don't kill yourself about it =)

Actually, they do. With the competitiveness of schools now they have pushed into examining all grades. Of course, the 9th grade will only be used as a tie breaker so to speak. I don't think they will really care about your first semester though.

UC's don't count your 9th grade scores when calculating your GPA.

Other schools do. Top schools expect their applicants to generally have top grades their whole lives.
