I am a makeup artist and this is what i think:
Dark under eye circles can be caused by fatigue, poor circulation, extra-thin skin under the eyes, hyper-pigmentation, illness or allergies. Treating the cause will help keep dark circles from coming back. In the meantime, consider the following cover-up tactics:
Steps:
1. To hide dark under eye circles, select a cosmetic under-eye concealer that's one shade lighter than the foundation you're using.
2. Understand that a pale yellowish concealer helps hide blue or grayish circles, while a light blue or mauvish concealer masks brownish under-the-eye bags.
3. Begin with a freshly washed and exfoliated face. Dab concealer under your eyes gently, using a soft circular motion.
4. Apply foundation up to the concealer and blend the two shades together gently, using a circular motion to cover dark under eye circles.
5. Finish with a dusting of untinted face powder for a polished, seamless look.
Tips:
Avoid concealers containing oils, because the oil will settle into the fine lines under your eyes and draw attention to the circles.
When using a cosmetic under eye concealer, wearing foundation is a must to avoid the "white mask" look.
To apply concealer:
Steps:
1. Wash your hands before handling your face. Dirt and oils on your hands will only aggravate the blemish.
2. Choose a concealer appropriate to the color and type of blemish you wish to hide. Concealer is a creamier foundation makeup with added pigments intended for specific parts of your face.
3. Pick a yellow-tinted concealer to hide red blemishes; choose a concealer a little lighter than your blemish for hiding darker marks.
4. Choose a masking cosmetic (which is thicker than concealer and has added pigment) to hide more prominent blemishes, such as small scars left from pimples or skin irregularities.
5. Apply the concealer or masking cosmetic over the blemish using your finger, an eye shadow brush or sponge.
6. Blend the edges with the surrounding skin, using a circular motion.
7. Set the masking cosmetic with a special setting powder, then apply oil-free foundation and powder on top.
Tips:
Try a cover stick, which is a stick version of a concealer. These contain a high proportion of wax to add body and thickness.
Masking cosmetics are usually not available at drugstores or beauty aid stores but can be purchased at major department stores. They're expensive, but effective.

Some women have dark circles if they lose a lot of blood during their menses. That along with a fibroid cyst, can cause a lot of blood loss and very dark circles. I found that after having surgery to relieve the excess bleeding, my circles are just about gone. I had the surgeries two years ago.

I get those too.
Concealer will work but it gives you acne
The best is collagn. (i think i spelled that wrong)
Its a light cream that will make your eyes look less tired and smooth out the dark circles under your eyes.
Like you said, you try the right stuff, but it won't work; maybe it runs in your family because my cousin is like that. Its just like that for her.

If all has failed, you've done sleep, water, proper diet, creams containing collagen and Q10, cucumber application, consider having a blood test done to rule out things like high cholesterol.
Makeup tip: choose a concealer 2 shades lighter than your skin tone and follow with foundation for your skin tone.

Wow..you did all the right things but......I hate to tell you this,but you are just getting old.It may be hard to face but,it's sad,but yet true.There is really no thing to do about it now..its too late.You must have not used proper cream when younger.OR THIS COULD BE THE POSSIBLITY.............you could have not used proper creams or special diets when in your teen years(or you still may be a teen).I don't know what else to tell you

slice a potatoe very thinly and place them over your eyes. let the juice seep into the darkness them take em off. if u still have em use concealer
