for most men it is just a matter of personal preference.
for a very few who have sensitive sperm, briefs keep it
too warm and boxers are then recommended. i prefer
panties myself, but then i am a woman.

definately boxers. briefs make guys look scrawny...
only exception is when you have a super-buff hottie, then briefs are crazy-sexy.

I would say boxers, especially if you where shorter shirts and people could see you underwear when you bend over. It would be kind of weird to see a dude bend over and have white elastic undies. Well that's just my opinion...
