Yes 3500 is a little much for a 91 especially with the high milage. When was the last timing belt, if it has not had one recently then it is due for one which is going to cost you more money. If the steering wheel is shaking right when you turn the car on it more then likely has an idle problem if it is shaking while driving it probably has out of round tires.

Are you speaking of the steering wheel? The wheel itself? Rough driving?
Specify?
Steering wheel shaking>Tires out of balance...depending on how long they have been out of balance this could have damaged wheel bearings!
The Wheel itself>bad wheel bearings, suspension has nothing to do with the shaking! Suspension deals with up and down movement, and noises over bumps, and turns.
Rough driving>this can also be from unbalanced tires, and bad bearings.

You did not specify whether you were driving when the shaking starts. If it shakes when you start the car and aren't yet driving it, you could be dealing with a whole new set of problems!
Ignition - spark plugs, SP wires, distributor cap&/rotor, etc.
Fuel delivery, injectors, etc.
There are many things that can factor in rough idling.

As far as price... a 91 with 181K MILES should be around 2000-2500USD NO HIGHER! Unless of course it is in showroom condition!

I do not know what 3500 cnd converts to in us so I can't help you there but I can tell you that a shaking steering wheel at idle in park or in gear is not an uncommon thing ussually cleaning the throttle body and adjusting the idle air screw will smooth it out. The owners manual will tell you that adjusting the idle air screw is not necesary but honda has sent out service bulletins saying to adjust the idle air screw to solve this problem.

shaking wheel indicate something wrong with suspension. if it's a front whel drive, check the boots to make sure they are not cracked. see if you can move the wheel easily with your hands from outside the car, if the wheel moves easily or oddly most likely bushing shot...

I got a '92 Si for $3200, but the starter relay was shot so he dropped the price a couple hundred. Other than that I'm of no help, sorry. :)
