How are Issac Newton's thinking and Thomas Paine's thinking related or different?

Newton believed that the natural world operated by natural, universally true, immutable laws. Paine believed similarly that society should operate not according to the whims of kings but by laws which were universal (binding on all) and natural -- thus rational. In their views of God both can probably be described as deists.
