If someone from the Netherlands wants to come to the US
for a holiday, what does she need besides a passport. And
is it different if she is going to work for someone in the US?

Your country qualifies in the US "Visa Waiver Program", which means you don't need a visa for a holiday or business that is less than 90 days. HOWEVER you must have a "Machine Readable Passport". According to the US Embassy web site in the Netherlands, all Dutch passports qualify.

If you are staying in the USA for longer than 90 Days you will need to get a Visa.
If you are going to be employed by a US company, you will need to get an H1-B Visa. For this, your employer should submit the request for you. There are agencies in the US that specialize in this, if your employer does not know how.

Yes, they do need a visa to go to the US.

If there is a job waiting it will make things easier as far as any delays with the visa.

all you need is your pass port you can stay up for 3 months at a time...
