There is a remote chance that a butane lighter might get hot enough to melt the plastic in a toaster oven. with the butane released, it could form an explosive mixture with the oxygen in the oven, and the elements are hot enough to provide ignition.

In a car or dryer the plastic won't get hot enough to melt, and, even if you had a leak neither is hot enough to provide ignition.
