I got by pretty cheap.
Computer: any 2GHz Celeron for around $200 will do just fine. Get one with 2 CD burners.
Sound card: MUST BE 24-bit 96 kHz. Soundblaster Live! 24-bit is only about $25
Recording software: Cakewalk home edition 9 (they are up to version 10 or 11 now). around $100.
Mixer: Behringer 2442 bought on E-bay for $60
PA and speakers: Radio Shack PA250 w/ RCA 3-ways, clearance price under $200
Microphone: Marshall MXL SP-1 $40 (and it sounds just as good as a $400 condenser mic.)
I also have some cheap dymamic Shure58 clones.
Cables, stands, other mechanical equipment under $150.
total around $825. I just don't see how you can do it any cheaper, unless you go with a Tascam 4-track or a digital 8-track recorder.

You're looking to make a studio? that's great man! you're gonna save a bunch of time and money. Pro studios are always the best option but if you're on a budget then you are better off doing it yourself.

i would use a room like your garage... and pad the walls. Set up a computer with good recording software and a cd burner. If you are looking for free software for a mac... garage band is ok... i mean it works :) there is just way too much to explain... it just depends on how much you wanna spend :D

i would go to a pro audio place like guitar center and pick up info there for starters.
