Since the events of 9-11 there have been many bills passed because of terroist activity. A government issued photo ID is required to open an account, along with a second form of ID. The photo ID could be a driver's license, a state ID, a military ID, or a passport. You also have to have a physical address that you can be contacted at. If you know where you want to open your account ask what forms of ID they require. Most institutions are going to require some form of ID (even if it is a birth certificate).

I work for HSBC Bank.... and as a US Citizen... 1 form of NYS Id is required to open an account.

Non-US Citizen we need two.

It depends on the bank. Check with them and find out what they will accept for identification.
