Simple, you are wearing the wrong size or wrong type of bra for your figure and breast size.

Go to a Lingerie Store or Department store and have a fitting. That way they can get you the right bra for your body, and the right band and cup size for the brand of bra you like to wear.

Good luck, and as far as I have ever been to them, the fittings are free and preformed by professional women that do not make you feel uncomfortable.

Remember though, if you get yourself measured at one store for one bra type, your size could be different for a different brand and style bra. Sucks that just like shoes, no one can get the bra sizes universal...

You say you have been wearing a bra forever?...Sounds like you have been wearing the SAME bra forever. Why not try getting some new, FITTED ones? Sounds like the ones you have don't fit correctly cuz you shoud NOT be sagging already at 16 ! They can measure you for the correct fit at the better department stores or you can do it yourself with a tape measure.

Try a bra specialty store. They measure you correctly and either find the right size and style or they can make one custom just for you. It may cost more but it will be worth it and even though it may cost you more your custom made bras will probably last longer then regular store bought ones.

Try a bunch on before buying. Unlike panties, (for obvious reasons) you are always allowed to try bras on.

Stuff it? Use more padding?
