I have had a few girl that Ive know for a short time, walk up to me, weather at work or other places, and turn my collar up. Why do they do it?
The same thing with zipping up the collar on my jacket. That has happened at least 3 times.
I dont get it.

When she is doing this, she is looking for a response(a)
or (b) thinks you are nerdy and is trying to help you look "cooler" with out being to forward. Also, its a way of showing, that she finds you attractive. similar to pulling hair. Do something about it!

Maybe they are trying to flirt with....you?
I'm a female myself, and as far as I know flirting involves passing little notes, e-mails, and a rather long relationship. Sorry, I tried, but ever possible thought doesn't come out correctly or doesn't have a reasonable ending, sorry.

It is a sign of affection.
Women are tactile. They touch and arrange things they like or admire.
They like you so they are arranging you to make you warmer, neater or more attractive. It is a good thing.
