Moses Austin was the first to bring anglo settlers into that part of the world under Spanish land grants. He got the ball rolling but died before many settlers were moved in. His son, Stephen F. Austin actually oversaw the anglo settlements.

But Sam Houston is generally regarded as the founder. He let the Texas army that defeated Santa Anna at San Jacinto and was the first president of the Republic of Texas. He is the Texas equivalent of George Washington.
