After the US entered WWII:
a - it became cleare that the armed forces would have to allow women and African Americans to serve under better conditions than in WWI.
b - the military allowed women and African Americans to serve on equal footing with white men already in service.

I hope your two options are not the only ones from which you can choose for a history essay, because neither is historically correct.

I'm not sure what is meant in "A" by "better conditions". Until Truman integrated the armed forces ca 1948, African Americans served in segrigated units. During both World Wars, they started out mainly doing menial work-digging ditches, etc--and had to beg to allow to prove themselves in battle. You could say that there were "better conditions" during WWII in that blacks were allowed to pilot airplanes-but they were a segregated unit. Women during WWII either were primarily nurses. No women flew in combat, though they did ferry planes from factory to bases in the US.

Neither African Americans nor women were allowed to serve on "equal footing" with white men during WWII.
