Say your walking down the road and you see someone not looking too happy, if you just grabbed them for an embrace do you think they'd walk away smiling?

Actually, they might be a little disturbed and wonder if you're assulting them or something. I think it'd be okay with your friends though. A hug will almost always make someone feel better. Maybe for someone random, compliment them on something. A guy at a bus stop once told me I was beautiful. Not to flirt or anything like that, but because it was nice. Just be nice and polite to people and it will make them feel better.

No, in our increasingly paranoid culture, it is more likely to get you arrested. Try something less tactile, like looking them right in the eyes, smile, and say, "You certainly look unhapy. I hope your day gets better." And than just walk away.
