Depends:
well in the anime, Sailor Venus.
in the manga, Sailor Saturn. Hotaru Tomoe is a weak, non-healthy person, but as sailor saturn, remember she can destroy the entire planet by saying 3 words: death reborn revolution!!
On the live action, they did a wonderfull job with Sailor Mars.

Sailor Mercury (she's actually the most popular) anyway she's just abosolute love. <3 she's smart and cute and level headed.
And Usagi even though she annoying and lazy and a cry baby. She makes me laugh, also I'm like that so... (though when I found out she was the moon princess i was very dissapointed *my reaction. -_- but she's so stupid*)
