The first thing to check with internet problems is the temporary internet files. Delete all those, and your cookies as well. The next thing to check is spyware and malware. Download Spybot and Ad-Aware, two very good free anti-spyware programs. No single program can catch everything, so it is good to have multiples. Spyware does not get caught by anti-virus, because it does not harm your computer, it only eats your bandwith.

You may want to go into your internet options for what ever browser you use and check and see how much cache you have set for it and clear it and maybe even increasing its size (not too large though). If you don't have much ram on your computer try also to not have too many things going at once as this can slow down and even stop pictures from loading fully. Which brings me to my next point of interest. If you are also using a peer to peer program to download things while surfing the web it may also slow down your viewing. Also check your hard drive available space if you are using too much disk space (somewhere around half gives good performance) performance can suffer as well.
