There are three common reasons for low bowl water. I am assuming you mean it has a certain level once you flush and when you come back later it is lower. 1. there is an anomaly within the toilet itself that creates a siphon action in the p-trap. 2. evaporation(usually in the southwest). 3. the dog is drinking out of the bowl. If the level is always low even when you flush it, make sure the filler tube is pouring the water into the downspout and not spraying some of into the tank. If everything is correct, you have an anomaly in the toilet and nothing short of changing it will fix it.

The ball that floats back up as the water rises may have a small hole in it and it is not letting the water fill up. If it keeps running it will not stay full. It*(the ball) may have gotten water in it as a result and is heavier than it should be to function properly. Change the whole works. Only costs about 10.00 at any hardware store and takes like 15 minutes.
