work....... aside from the fact that this is obviously against company policy, is it illegal and if so what agency can they be reported to......
It's very difficult to report him to the company as he is the manager of our branch and complaints to company hq usually fall on deaf ears.
The company is located in Connecticut if this helps.........

There is no arrangement for this person to work at home and the only recourse within the company is to call an out of state grievance line witch is useless as most people who have done so in the past have been quickly fired. Isn't this a "no show" job and isn't this fraud?

You have to run on the assumption that there is some type of agreement in place, that you are not privvy to.

Perhaps this person has an employment contract, for example. Or perhaps they're doing work that you don't know about...either from a laptop at home, or corporate strategy type work that's not discussed in front of others.

Unless you're in the payroll department, and know that you are personally issuing checks against a timecard with no hours on it, or unless you're in HR, and can see the details in the employee's file, there's nothing you can do about it.

Nor should you, really, as the relationship between any employee and the employer is entirely confidential.

If you're really concerned, try sending an anonymous letter to the head of HR at corporate. They really will have no option but to look into it.

If you have all the facts correct, this is fraud. However, I would immediately stop contacting the company and start pretending you know nothing of this situation. I've been in your shoes and life became VERY difficult; I had to quit and had no reference.

If however, you feel strongly enough to persist, contact the Social Security Fraud Division. You will need your employer's TIN (tax ID #) which can be found on a paycheck stub. Do it Anonymously. You'll thank me later...

Keep a log of when the person comes in. Try to find out if arrangements have been made for this person to work from home.
After several months, take this to human resources.
