At a well stocked art supply store or better yet, a sign supply shop. You will find a pointed perforation wheel on a swivel-handle made to make pounce patterns used in sign painting. They come in 2-3 sizes and work perfectly for perforation of cardboard, as well! Just ask for a Pounce wheel!

I use a heavy duty leather punch. It has different size holes that it will puch through hard surfaces. Or the easier way would be to but your cardboard over an old piece of wood, draw your paper doll on it, measure out how far you want your holes to be and pop it with an ice pick. BE CAREFUL! Hope I helped a bit:)

You can purchase a perforation wheel at the grocery store in the baking section.

The perforating wheel is the way to go and I need to check out the baking section next time I go to the grocery store. :)

Maybe a seam ripper wheel as well , from a fabric store. Or a large toothed comb.. just press it down in the right intervals to make the holes line up. Plus there are so many scrap book tools out there.. Id check one of them. I'm almost certain they would have something that would do the job
