Is there a way to tell when to change the filters in my drinking water system? Also, is is really necessary to use the bleach/water solution to clean the holding tank and filter holders, or is it good enough to just changed the filters?

I will assume you have the ones you can't see through. I'd start at six months. Shorten that if the quality deteriorates or seems to flow slower.

Yes, you should clean with bleach. Even though city water is chlorinated, your charcoal filter will remove most of this and the disinfecting properties it would normally provide. So stuff will grow if you don't attend to this.

I'm sure if you went on their site it would indicate what to do about maintaining their water systems... I do not have 'Culligan' but I would change my every 3-6 months. Also, as for the bleach/water solution 2x's a year.
