When I visited Fairbanks, Alaska in 1990, persons there assured me that there were days when it did. They are about to run a sled-dog race in Alaska called the Iditarod. Try to keep up with it in newspapers and the internet, and look for discussions of what cold can do in Nome, Alaska.
