what companies or government is researching it
what problems with energy harnessed from fossil fuels

The copper wire/magnet apparatus moves because of the photoelectric effect that Einstein found and got the Nobel Prize for. What light does is, since it is energy from photons, it knocks electrons from the outer part of the copper. The free electrons start a current moving in the wire. Use a search engine to search for "photoelectric" to get companies or government researchers working on this effect.

The problems with fossil fuels are mainly the pollution it produces and that fact that it is in limited supply. Photoelectric energy from the Sun will last for another 5 billion years!
