Longer necklaces and also you can wear long scarf hanging straight down from neck will give appearance of a longer neck.
Wearing V neck sweaters and button down shirts also add vertical line from the neckline.
Longer necklaces also create a vertical line that makes a terrific difference.
Also,Long earrings (but not too long) adds more vertical line at the neckline.
Never wear anything that is close fitting at base of neck, like short necklaces, round neckline, or scarfs tied close to neck. Wear everything longer....

I suggest long necklaces (you can layer a couple necklaces if you want) and tops that are a bit more open on top. V-neck tops work best here because it gives your top half a longer look. Good luck!

Okay
1. Where v-necks
2. long neclaces
3. No turtle necks unless it is /very/ complementing
4. Sometimes a higher pony tail will work so your hair won't cover your neck

Long necklaces definately. Or if you don't want to wear a necklace, wear your hair up and wear long dangly earrings.
