i am in italy now. i want just to learn english better

i'm happy to hear that you're interesting in learning the language of the country you plan to live, because many don't even want to take the time to learn. You can definitely learn to speak English, but as one of the hardest languages to learn, it will take time. I recommend you enroll in Enlish classes and buy a book that translate words for you. well if your legally a citizen then i think so or u might have to be 18 to become a citizen
