If it is a French restaurant in the US you definitely do not need to know french. The term "French" is referring to the cuisine.

If it is a French restaurant in France in a tourist area, you may be able to get away with using English.

Well, if your going to France then the answer would be yes, but they probably speak english because of the tourists. Here in the USA you dont need to speak french, its usually americans working there.
