You have an external DVD drive which is hooked up to your system by the USB plug, and Windows doesn't seem to recognize your drive? [who makes this drive and what model is it. and what version of windows are you using?]
The first thing I would do is make sure the drive is plugged in to a working power socket and is turned on by its switch if necessary. If this doesn't work, continue:
With the drive plugged in to the computer and plugged in and turned on if necessary, Click on Start, My computer, and look to see if the drive is in the window. It would be identified at least as a DVD drive.
If it is NOT there:
1) make sure you installed any software that came with the drive.
2) Check all of the connections. Unplug the cable from the drive and the computer and check it for any damage. Reattach it, using a different USB port if you have one available. Unplug the power cable from the wall and the drive and check it for damage. Replug it in, making sure to use a wall socket that works. Put a disc in the drive to make sure the drive's power is working.
3) restart your computer to see if it is detected this time around.
If it is still not detected by windows (look in My Computer again), then go to next step.
4) Click Start, right click My Computer, click properties, click the Hardware tab, click Device Manager. Look for anything with a yellow exclamation point or red x. If you see one of these two marks next to your USB ports, then right click it If it is a red ex, click Enable. If it is a yellow exclamation point click Update driver and let windows go online to look for it.
If these don't work I remain puzzled. You could go into the device manager and delete the USB ports, which would allow Windows to automatically reinstall them.

In most cases, the USB is ONLY for pictures, You probably need a Firewire cable to access the video.... ...which means you need a firewire connection on your PC as well. Check your camcorder's manual and see if it has a firewire port. USB won't fit there.

The first thing to do is to open your BIOS, and make sure the USB ports are enabled.
If your computer has an AMD CPU, and Viatech USB Host Controllers; changing the USB Host Controller drivers to standard or generic drivers, may work. Sometimes, putting a line in config.sys, helps. ie. "lastdrive=m"
