The Rowlatt Acts helped propel Gandhi and the concept of satyagraha onto the world stage. The Acts extended emergency powers to the Indian colonial authorities and Gandhi organized a movement of passive resistance (satyagraha), gaining millions of followers. After a massacre of Indians who were protesting the Rowlatt Acts by British soldiers, Gandhi organized a campaign of non-cooperation which practically shut down the country. He was arrested, but soon released and Gandhi became the symbol of a free India. And the rest, as they say, is history. So in a sense, the Rowlatt Act led to the eventual British departure from India.
