Well, technically, whoever invented the RC-airplane way back when. Super Secret government and commercial programs have been developing remote controlled aircraft since the 60's and 70's for the obvious benefits.

Only recently have aircraft like the Predator system seen combat conditions, however. What makes it all possible is satellite networking and the advancements in computer and aircraft designs since then.

Because of the secrecy of many of these programs, it would be impossible to say who the first person was that actually flew an RC plane. You would need complete access to all programs that developed these craft over the last century... not gonna happen though.

Of course it is possible that the small scale RC-aircraft that modelers and enthusiasts have may have even beaten full sized RC-aircraft to flight... but who knows for sure.

The first airplane that was flown was a glider. A glider is a non-motorized flying machine (and very hard to control.) Early gliders were launched from high places like cliffs and floated on the wind to the ground.

A man named Sir George Cayel made the first glider that actually flew. His first glider didn't have passengers or a pilot. It was too small and could not fit anyone in it. He made another that flew his coachman across a small valley. This glider was not launched from a cliff.

Hope this helps.......
