"Angel Guard Products" makes a simple, cheap handheld bag filler, but it looks extremely cumbersome to use, and is really an ergonomics nightmare.
A similar type of filler is made by the "Gobagger" Company, this looks much more operator friendly than the Angel Guard tool but suffers the severe drawback of the bag slipping off, and would probably be very hard to use, once the bag was more than half full.(They don't even bother trying in the promotional photo, lawl.)
The device sold by "Bagfastco" looks much faster and more reasonable, (provided you already have a shovel of course.)

The best one is a road hazard cone with the tip cut off. I have no idea (nudge, nudge) where you might find one.
