Unfortunately just because you have 7MB download, doesn't mean you'll get it. I think my home cable internet is 10MB download. There's no way I even get close.
A big factor is the "other end". The computer doing the uploading, what is their upload rates? Upload rates are usually way less then download rates. Plus many other people may be requesting the same information (or other information) off of the server which all uses the same bandwidth.
Some ISP's, especially DSL, can have its customers sharing service too, so your internet may be attached to the same line as your neighbours, meaning you share bandwidth. But with Cable internet, that shouldn't be your problem.
It is most likely the sites you are downloading from, just don't have the oomph to give it to you fast enough.
Also if you have older equipment, make sure your network card and router is 10/100 or 10/100/1000. If it is only 10, that is not good enough.

There is absolutely nothing you can do. The problem lies outside your equipment. It's with your ISP, the internet links, and/or the sites you're downloading from. Any and all of these could be a choke point. Read the fine print. You've got "up to" 7 mb.... You'll never get even close to that.
