Exercise. Do squats, run, jog, walk, teadmill. Anything that works the thighs, leg, and buttocks muscles. Keep them toned and lean and it will build up the muscles in there and expand.
Also i heard...lol that sex also give a butt. I mean i know that is kinda gross. but "hitting it from the back" does give a butt.
Gross but true. but i would do the excersize thing

keep your body in good shape. Do alot of lunges and squats. i know they're not fun..haha! also kick boxing is a good way to get in shape and tone the muscles in your thighs and butt.

Running, squats, leg lifts, anything that involves your legs to get a tight booty.
Or you can get fat.
